Projects Which AGRIN Has Provided Training and Skill Transfer Selection of target groups, analysing of needs, assessment of resources, defining of objectives and training strategy are issues, which AGRIN is very familiar. Similarly, selection of trainers, topics and methods, as well as developing modules and materials for training are within the area of expertise of the firm.

Due to its long practice and experience in arranging training programs, AGRIN is the pre-eminent organisation in this area in Turkey. The firm has developed excellent forms of corporation with a wide range of international training institutions, as well as domestic.

Training organisation and management experience of AGRIN goes back to more than 20 years before and can be considered in two major phases;

  

(i) Experience of the key staff before joining AGRIN

During his 33 years of professional career, Mr. Refik Colasan, General Manager of AGRIN has worked continuously in the implementation of the World Bank, IFAD and UNDP/FAO financed projects of which 11 years was with the Government of Turkey as a civil servant and 9 years with FAO Representation in Ankara, Turkey, as a Programme Assistant. During this period, he has held responsibilities as assistant expert, expert, manager and programme assistant, for the overall implementation and/or implementation of some components of these projects, including local and overseas training.

During his FAO years, his main task was to assist the overall planning, coordination and management of the overseas training programmes of 10 World Bank and/or IFAD, and about 30 UNDP-FAO financed projects. Brief information about the training activities of the World Bank projects, which the government of Turkey has entrusted to FAO for execution and which Mr. Colasan has coordinated the overall administration is given below;

The total contract amount of these 10 projects was approximately US$18 million, with about 7000 staff month training in total. In addition to the above, Mr. Çölasan has been involved in arranging the training components of about 30 UNDP - FAO projects in various disciplines of forestry and agriculture. He has also undertaken the organization of various training programs in Turkey for project staff, from foreign countries.

In total, the overseas training programmes, which he has assisted for the overall administration, sum up to approximately 8,000 staff month. This intensive involvement in training management has enabled him to gain considerable experience and skills on all aspects of training planning, administration and management. He has also developed excellent working relations with a wide range of international training institutions.

Since the establishment of AGRIN in 1991, this experience on training organisation and management has been utilised under various projects financed by the World Bank (see section below).

(ii) Experience Gained under AGRIN

Due to its key staff’s experience and long practice in arranging training programs, AGRIN is the pre-eminent organisation in this area in Turkey.

After its establishment, AGRIN’s major occupation has been to provide consulting services mainly for projects financed by the World Bank. Organisation of training programmes in Turkey and overseas, constitutes an important part of the consulting services provided by the firm.

Agribusiness Development Project for Moldova
28 March – 07 April 2005

Under the Private Farmer Commercialization program in Moldova, which is financed by USAID, Agrin organized a 10 days study tour in Turkey for 12 Moldavian experts to increase their knowledge on growing fruits and vegetables in open fields, tunnels, and greenhouses, as well as post harvest processes and marketing of products. The training program was carried out in Southern region of Turkey and covered about 19 institutions in Adana, Mersin and Antalya provinces.

In addition to theoretical classroom lectures, site visits were organized to the most outstanding research institutions, fruit and vegetable producers, agro-processing and marketing facilities within the region. Key issues assessed were; production and processing techniques, packaging, marketing, input supply and quality control (EUROGAP etc.).

The Azerbaijan Republic Agricultural Development and Credit Project, Azerbaijan
Turkey, July 2004

Agrin has organized a study tour in Turkey for 10 Azeri experts to increase their knowledge on Information and Advisory Services consistent with international standards. The training program was carried out in 3 regions of Turkey (Central, West and North West) and covered a range of institutions in Ankara, İzmir, Bursa, Yalova, Tekirdağ and İstanbul provinces.

The training program was organized in cooperation with public extension delivery organizations, public media, private media, research institutes, universities, private consultancy firms, agribusiness firms dealing with extension, marketing organizations and farmer organizations. Participants visited 23 institutions throughout the study and met and discussed with more than 70 local experts on different subjects.

The Biosafety Research and Development Project
Turkey, January 2004- April 2004

Turkey is implementing a national project for the purpose of setting her National Biosafety Framework in line with the relevant articles of the Cartegana Protocol.

To achieve this, General Directorate of Agricultural Research (TAGEM) of the Ministry of Agriculture and Rural Affairs (MARA) is assigned as the lead national implementing agency.

TAGEM has decided to organize a series of workshops with the participation of about 70 relevant national stakeholders, and thus prepare a detailed document on the five key elements of this national project. These elements are;

i) legal system
ii) management system
iii) institutional structure
iv) risk identification and management
v) establishment of a control system to monitor genetically modified organism (GMO), and
vi) mechanism for public participation and awareness.

In this respect, Agrin has been awarded a contract by TAGEM to achieve the following key activities by organizing 3 workshops (each between 3-5 days). Major tasks undertaken by the firm:

i) design of the workshops’ methodology
ii) provide facilitators for the workshops
iii) consolidate the results obtained from 7 working groups formed during each workshop
iv) analyze the suggestions priorities identified by working groups
v) report the results to the Client

During the first workshop held in January 2004, existing situation with respect to five key elements were discussed and suggestions for improvement were analyzed and prioritized.

During the second workshop held in early March 2004, the results of the first workshop were submitted to the participants and basing on these results, groups have developed concrete recommendations for the five elements. Two commissions were formed to finalize the legislative and institutional aspects and to submit a draft discussion document during the next workshop.

The last workshop was organized on the last week of March, to decide on the final legislation and institutional structure, with the participation of all relevant stakeholders

Biodiversity and Natural Resources Management Project, Technical Support for Preparing a National Strategy and Public Awareness Action Plan
Workshops-Focus Group Meetings
Turkey, January 2003 - January 2004

In cooperation with European Union for Coastal Zone Management (EUCC - an International NGO) and DHV of the Netherlands, AGRIN provided 5 experts amounting to 5 staff months.

The project aims;

- Building awareness and support at the national level among selected key stakeholder groups and the general public of the needs and opportunities for biodiversity conservation in Turkey through making a design of an implementable targeted public awareness and communication strategy and action plan
- Capacity building of designing and preparing awareness raising activities on the national level
- Sharing know-how with stakeholders on the local level
- Building on present knowledge and strategies
- Identify key constraints for conservation and sustainable management of biodiversity resources caused by lack of awareness
- Identify the need of information on biodiversity conservation of each national stakeholder group
- Identify the present and potential role of specific stakeholders ( in particular multipliers ) in raising environmental awareness
- Integrating formal and adult education into the public awareness and communication strategy
- Identify cost-efficient mechanisms of educating the general public about the value of biodiversity conservation.
- Identifying international partners for the implementation and financing of the Public Awareness Strategy.
- Ensure that the Biodiversity Awareness national Strategy and Action Plan is integrated into relevant programmes.
- Provide the best internationally available know-how that fits the institutional, cultural and socio-economic context of Turkey.

To achieve above mentioned tasks, participation of stakeholders in prioritising strategies was an important aspect of the services. This was done by organising workshops and focus group meetings to obtain views from the representatives of different stakeholder groups.

Participatory Privatization of Irrigation Management and Investment Project , Turkey- November 2002

Agrin was entrusted a contract by the State Hydraulic Works (DSI) to organize and administer a training program for the relevant staff of Water User Associations (WUAs), for the purpose of obtaining a licence to work as a "Heavy Current Worker". For this purpose, Agrin formed a cooperation with the Electricity Technologies and Training Centre (located at Soma) of the Turkish   Electricity Authority, (TEIAS). Seventy eight electric technicians from different WUAs, as well as DSI  regional offices have attended to this program, which lasted  4 weeks. Participants who were successful at the final examination received a certificate of "Heavy Current Worker".

Ceyhan Aslantaş Dam – Scoping and Case Studies, 
Turkey, 1999-2000

Ceyhan Aslantas Project was financed by the World Bank and implemented between 1974-84. The main objectives of the project were; irrigation of an area of 97,000ha, flood control and power generation by means of the Aslantas Dam to be constructed.

In 1999, World Commission on Dams (WCD) has requested AGRIN to assess the impacts of Aslantas Dam on Ceyhan River Basin. This study was carried out with a very special, detailed and interesting methodology designed by WCD. The impacts of the dam on the regional and national development were assessed with a participatory approach with the involvement of selected stakeholders affected by the dam. For the purpose of the study, AGRIN has arranged several workshops with the participation of about 70 stakeholders. During these workshops the WCD methodology was explained to the stakeholders and their contribution was provided inline with this methodology.

At the end of the final case study, the finding were discussed and finalised following a series of the workshops with the participation of stakeholders.

This two phase study was finalised in about one year, with major input from a wide range of interest groups.

Second Agricultural Extension and Applied Research Project, 
Turkey, 1993-1995

Soon after its foundation, AGRIN was sub-contracted by a German Consulting firm for the execution of the overseas training component of the World Bank financed Second Agricultural Extension and Applied Research Project which included MSc. training for 80 and mid-term training for 115 persons, as well as 400 staff month study tours.

AGRIN staff, under contract with the German AFC consulting company, initiated and finalized a big portion of this overseas training program with due diligence and developed excellent cooperation with various training institutions in Europe, USA and New Zealand.
